Sheephill Quarry
Following rejection of Planning Consent by the WDC Planning Committee the WDC Chief Executive overturned the decision made and called for the decision to be made at a full WD Council Meeting on 3rd March 2021. The deliberations lasted over six hours. CC and Milton resident attended meeting and provided information as follows:
The following concerns continue to be raised.
Miltonhill residents / 50 m exclusion zone to boundary of home. Clarification required.
Public feeling on Ancient fort site in regard to mitigation damage / restoration being out with WDC restriction
CC raised possibility of compulsory purchase order of the quarry by Scottish Government / British Government of market value to finally end this long ongoing unresolved matter. Use of legislation by WD planning Officers to stop ROMP in extreme situations?
CC Officer stated that reference was made of the quarry owners making considerable donations to local charities. Is there a record of this? Councillor McBride agreed to ask the WD Planning Officer.
Planning Consent was refused at WD Council meeting with no exchange of quarrying area. It was agreed that predecessors on Council many years ago should never have granted Planning consent. The ROMP was agreed however the operator may not agree to accept this.
Bowling Basin Developments
Application for CCTV Cameras, fencing and gates to be installed by Scottish Canals in the basin area. No objections raised. Scaffolding has appeared again at old swing bridge in Bowling – no one know why. Scottish canals meeting by zoom on 24th March by invitation only. Three CC’s plan to attend.
Application for six flats to be developed at Railway inn in Bowling.

• Councillor McBride advised he had been unable to take any action from previous meeting.

• Dumbuck Hotel Application – alterations to include managers accommodation, more rooms and four holiday lets.
• Scottish Canals – following on from meeting on 24th March suggestions being sought from the community for the future use of the field on the lower basin that is currently being used for debris being drained during the works. Suggestions so far are for a forest school and community garden. Nothing is included in the WDC Local Plan. Customs House not yet leased. One shop being moved on a temporary basis to refurbished arch as the arch currently occupied having serious issues with water ingress due to the works being carried out.

• Scottish Water/Caledonia Water- no further work has been completed. Received two emails from residents of Milton regarding the lack of progress. Responded to both providing information to date. To email WDC officers again and copy to Councillor McBride.
• No link contact made to Police prior to meeting following email from WDC Information Officer. Requested another CC help in this matter until face-to-face meetings resume.
• Audit Advice: provided by WDC Information Officer: at this time two independent people can audit the accounts which should have been submitted by 2nd April. To be submitted as soon as possible. Proof of audit can be scanned to WDC. Jim Thomson will liaise with Treasurer and assist if required.
• Thanks, passed on to WDC Information Officer for her input to Green Space regarding litter on A82. CC’s and residents in Milton had passed on comments of noticeable improvements.

• General discussion took place regarding how the CC communicates and updates the two communities of their work, current issues, improvement and plans, sustainability for the future. A leaflet / newsletter should be considered in the near future to update residents of the current work of the BMCC.
The following was agreed as part of the future development of BMCC:
- intergenerational work / links to The Youth Council
- look at the core activities / updating and modernising
- improvement in social media / website / outreach platforms changing the way we engage with the two communities
- opportunities available for development and sustainability
-WDC Information Officer advised Community Payback Scheme may be able to assist in a leaflet drop to every household in the two villages as a launch.

• Notification to residents re: remediation of Esso Site, Bowling. Starting preparatory work as of yesterday.
• CC raised new application for extension of life of Dumbuckhill Quarry to 2041 currently due close 2024 (DC19/162/163 ROMP). Fresh notifications issued to residents. Currently twenty objections /concerns raised. All objections due to be lodged by 5th June 2021. This is a different type of proposal as against Sheephill Quarry. Proposal to go deeper into quarry and take the top down slightly for safety reasons. Concerns re: visual impact for Dumbarton and Milton residents, blasting impact, significant A82 and cycle path flooding, safety of hillside above and behind residents and their homes. Planning Officer advised this application had not been received by BMCC.
Action:
• Planning Officer will request extension to date for objections to be lodged in order to investigate matter and request full details from WDC, to gather relevant information, to check the Local Plan and Local Policy and liaise with CC regarding submission of objection from BMCC.
• Audit information not provided. Report provided advised that struggling to find suitable people willing to audit books. This is a major problem. May have two people who can assist. Council Officer suggested a Chairperson and Treasurer from another Community Council may help out. Councillor McBride suggested that consideration can be given to late applications for WDC grants at the Corporate Services Committee.

• Field at Lower Bowling Basin (old football pitch): CC suggested asking the residents for suggestions. CC reported concerns for safety of cyclists crossing from one side of road leaving the cycle path to other side of the road to join cycle path at Dunglass Roundabout. Not enough warning for motorists leaving the roundabout to enter Bowling; cyclists not familiar with area are confronted with a difficult manoeuvre; pedestrian crossing in wrong place as on a blind corner for motorists. Acknowledged difficult situations to resolve. More signage required.
• Councillor McBride asked if any notification from Planning had been received regarding the installation of the industrial washing machine facility in the car park area of the ‘The Black Rooster’, Milton. Unsure if planning consent is required. None received by Planning Officer.

• Notice to be places in Notice Boards, the pub, shop giving details and requesting feedback. Information collated will be passed to Scottish Canals.

- Outdoor domestic washing facilities in situ at the Black Rooster, Milton. No application for Planning consent made. WDC Planning officers visited to assess. Reviewing at present and will check if planning consent is required.

• Councillor McBride provided update as follows:
- Signage at leaving Cycle Path at Dunglass Junction being reviewed. Greenery cut back at the junction. Greenspace has been asked by Roads Department to check situation. Nothing much has happened to date. Councillor McBride will pursue matter further.
- Councillor McBride advised there would be the first Hybrid meeting of the full Council tomorrow. WDC hoping to push forward using Church Street Buildings safely and carefully. Conscious of requirement for service improvement. Delay in return to buildings on plans for return month on month since August/September/October. Council McBride will email Secretary on outcome.
- Councillor Connaghan reported Council Officer will be in contact with Secretary about shelter for school children on A82 and Milton Community Hall.
- Councillor McBride raised opening of ‘Bowline’ at Bowling Basin. Expressed disappointment at invitations being sent by Scottish Canals the
day before event and therefore attendance was not achievable. Similar situation for BMCC invitation.

• New ’Bowline’ at Bowling Basin is open in the evening and lit up. Not locked although CC cameras in operation. No dog poo bins reported. Adequate
signage provided. £500,000 has been allocated by Scottish Canals to maintain new walkway. Signs will be erected asking visitors to take rubbish away with them as there are inadequate facilities for disposal of rubbish.

• Planning Officer will continue to monitor planning Objection regarding Dumbuck Quarry.
• CC asked Councillor’s present about the development on the Clydeside between Milton and Bowling. Councillor McBride said progress was at a slow pace. The compulsory purchase is still outstanding.
• CC raised speed of cars on Milton Brae and confusing signage. Councillor McBride said he thought this was a Police matter.
• CC raised poor state of Dunglass Roundabout.
• CC highlighted that many roads in Dumbarton have been resurfaced however Milton Brae has not. Had been informed this would have happened prior to lockdown. Road in very poor state and badly eroded especially in the area of the entrance to Milton Court..
Action:
• Speeding on Milton Brae to be raised with the Police.
• Councillor McBride stated that Dunglass Roundabout may be responsibility of Amey Highways which he will try to clarify.

• Councillor McBride provided update as follows:
- Greenery has been cut back along the cycle path. Pedestrians can now see cars from Dunglass roundabout. Much better but not ideal.
- Dunglass roundabout particularly overgrown causing poor visibility. Temporary traffic lights in place on approach from Bowling.
- Councillor McBride said Hybrid meetings will continue. Return to work slower than expected. Statics about contacting WDC slightly better noting that it is not the fault of the Contact Centre in regard to the public being unable to contact individuals. Housing Repairs are not getting through the current backlog.
- No reply from enquiry about confusing signage on Milton Brae or regarding resurfacing. Councillor Walker had nothing further to report.

• Councillor McBride will continue dealing with signage on the Cycle Path and report back to BMCC.

• Scottish Water/Caledonia Water have made some changes in King George V Field, Milton.

• Proposed that in future the CC should take responsibility for arranging the Remembrance Service for both villages following the confusion with the recent Remembrance Day arrangements. Councillors present advised that not all Councillors were informed or invited due to Covid restrictions. Everyone at the meeting agreed.
• Old Kilpatrick Railway Bridge was due to open beginning of December. This date has been delayed.
• Unfortunately, no action was taken by BMCC regarding National Kindness Day however Bowling CCs have been provided ongoing support to residents helping out with shopping, prescriptions, etc. following disruption to and from Bowling throughout work to Old Kilpatrick Railway Bridge. A report on activities will be sent by Bowling CC to Community Project Officer.
• Community Project Officer said she would send info regarding WDC Plans and Standard Tool for CC and aid in completion if CC wish to pursue. Possibly arranging a development session -continued.
• Raised meeting that took place in Bowling a few weeks ago with Jackie Baillie, MSP. Milton CC unaware of this and had not opportunity to attend. Community Plan and Standard Tool presentation made by Community Project Team. Bowling CC explained that meeting was arranged by resident at short notice. Possibility of quarterly surgery being set up in Bowling Hall by MSP.
Action:
1. Monitoring ongoing of work to King George V Field, Milton
2. Schoolchildren shelter on A82 to further pursue.
3. Provost details to be sent to Chairperson about future Remembrance Day Service.
4.To purse quarterly surgery in Milton also by MSP.

• Planning Officer received full months Planning Applications for September on 12 October. Two of note are:
- Washing machines in restaurant car park on A82 Milton;
- Change of use of Horseshoe Bar, Bowling to residential property.

• November notifications: Milton House application to replace windows on single storey withdrawn.

• Planning Officer advised that the Dumbuck Quarry appeal extended – some villagers have written in support of Mr Thompson. Jackie Baillie, MSP opposes any further development of Sheephill Quarry.
Chairperson will sent weblink to all CC where all information can be accessed.
• It is hoped that progress will be made about the of a defibrillator outside Milton Community Hall.
• Discussion took place about bookings for Bowling Village Hall for CC meetings following cancellation of October CC Meeting there due to be allocated kitchen space for a meeting. The Community Team Leader will pursue with manager given the earlier agreement that on the night of CC meetings the hall space would be made available.
Proposed dates for 2022 as follows: 15th February, 19 April and 21 June.
Milton Community Hall dates as follow: 18 January, 15 March and 17 May.
